The US Is Building Secret Site 911 In Israel - Business Insider

Leave it to legendary Walter Pincus from the Washington Post?to flesh out a Request for Proposal construction project planned for Israel called Site 911.

The oddly named project will cost up to $100 million, take more than two years to complete, and can only be built by workers from specific countries with proper security clearances. Palestinians need not apply.

When complete the well-guarded compound will have five levels buried underground and six additional outbuildings on the above grounds, within the perimeter. At about 127,000 square feet, the first three floors will house classrooms, an auditorium, and a laboratory ? all wedged behind shock resistant doors ? with radiation protection and massive security.

Only one gate will allow workers entrance and exit during the project and that will be guarded by only Israelis.

The bottom two floors are smaller, according to the full line of schematics uploaded to the Army's Acquisition Business Web Site, and possibly used for equipment and storage.

As impressive as the American design features already are,?Ada Karmi-Melamede Architects will decorate the entire site with rocks it chooses, but are paid for by the contractor, and provide three outdoor picnic tables.

Pincus also found this detailed description of the mezuzahs that will adorn every door in the facility:

These mezuzas, notes the [US Army] Corps, ?shall be written in inerasable ink, on .?.?. uncoated leather parchment? and be handwritten by a scribe ?holding a written authorization according to Jewish law.? The writing may be ?Ashkenazik or Sepharadik? but ?not a mixture? and ?must be uniform.?

Also, ?The Mezuzahs shall be proof-read by a computer at an authorized institution for Mezuzah inspection, as well as manually proof-read for the form of the letters by a proof-reader authorized by the Chief Rabbinate.? The mezuza shall be supplied with an aluminum housing with holes so it can be connected to the door frame or opening. Finally, ?All Mezuzahs for the facility shall be affixed by the Base?s Rabbi or his appointed representative and not by the contractor staff.?

Along with this request is another called 911 Phase 2.

Also in the $100 million range, Pincus finds the??complex facility with site development challenges? requiring services that include ?electrical, communication, mechanical/?HVAC [heating, ventilation, air conditioning] and plumbing? requirements telling; and along with the fact that the contractor must posses a U.S. or Israeli Secret Security Clearance, he believes this phase to be a secure command center.

Oprah Winfrey Opens Up About Breast Cancer Scare

Oprah Winfrey opened up about her breast cancer scare, a surprise both to the audience at O Magazine?s annual conference and to her best friend Gayle King, who learned about it for the first time.

As The New York Times reported, Oprah used the very public forum to reveal that she once had a breast cancer scare. Oprah didn?t give details of the breast cancer scare other than to say it was a false alarm and that she?s in good health now.

Though the news was good, it was still a shock to Gayle King, Yahoo! News noted. Sitting onstage with Oprah, Gayle was visibly surprised and upset at hearing the news, leading to a somewhat awkward moment. Another woman on stage noticed King?s reaction and chided Oprah for not telling her friend in private first, then asked that Oprah apologize to the audience.

Oprah?s breast cancer scare wasn?t the only bad news to come from the O Magazine meeting. After leaving her talk show last year, Oprah has been putting all her energy into her cable network, OWN.

Things are looking up for the network, The Huffington Post noted, but O Magazine has seen a decline in circulation and ad sales in the past year, though it still remains one the the top-selling magazines in the country.

Speaking to the New York Times, Oprah said she might stop printing the magazine altogether if O starts losing money.

?I?m not interested, you know, in bleeding money,? Oprah said.

The magazine?s meeting was the first time Oprah discussed her cancer scare.

Police in Helsinki?seized?the laptop of a young girl during a search of her family's home last week, according to her father.?The alleged?offense? Using the?popular BitTorrent website The Pirate Bay to download a single album.

Last year, 9-year-old Julietta?came across a torrent on The Pirate Bay after searching on Google?for Finnish pop star Chisu's latest album. The download failed to work, and she and her father went and bought the album together shortly afterwards.?Unbeknownst to them,?Finland's Copyright Information and?Anti-Piracy Centre (known as CIAPC, as well as its Finnish acronym, TTVK) had already?taken notice.

The events are related by the girl's father,?Aki Wequ Nylund,?in?a public?Facebook post. (Though Google Translate's Finnish is not very good, an account of the translated?story?was posted at copyright and BitTorrent news blog?TorrentFreak.)

That spring, a letter arrived from the TTVK?alleging that the Nylund's account had been linked to a copyright infringement. The letter gave the option to pay a settlement of ?600 and sign a non-disclosure agreement ? a common tactic used by copyright holders that removes the need for formal charges.

Nylund contacted the?TTVK?lawyer to contest the matter, but?the TTVK continued its pursuit of damages. Last Tuesday morning, he found a pair of Finnish police officers standing at his doorstep.

The police presented a search?warrant, entered, and identified the girl's Winnie?the?Pooh-decorated laptop as the object of their search, and confiscated it.

Unsurprisingly, the events have drawn criticism locally and abroad. Finnish Internet rights watchdog Electronic Frontier Finland denounced the actions of the TTVK in a statement and blog post, calling attention to the arbitrary nature of the settlements and their use?as a scare tactic. They also point out that?Nylund's acknowledgment?in this case notwithstanding, an IP address used to track an infringement cannot be linked to a person's identity.

The TTVK's executive director defended the actions in comments to Finnish newspaper Helsingin Sanomat, saying that TTVK and the police were only working to enforce the law.?

Chisu, the pop star whose album was at the center of the controversy, expressed in a Facebook post that she supported copyright law but apologized for the situation.

Niko?Nordstr?m, CEO of Warner Music Finland, acknowledged (also via Chisu's Facebook page)?the limits of IP-based enforcement, but said?"this procedure is currently the only way to tackle illegal downloading" (translation by Google).

Had the TTVK known that the infringing party in this situation was a young?girl, might they?have taken a softer approach? In past cases,?U.S. media associations have not?made accommodations for minors, either.

As for Julietta's lost laptop, an anonymous benefactor sent a brand-new MacBook Pro to replace it. Her father reports that she is already putting it to use, playing online with her friends. An administrator at The Pirate Bay promised VIP privileges to her as well if she wants them?? ?although after this experience, it would be understandable if she opted not to take advantage of the offer.

With family get-togethers and parties on the near horizon, this idea from Springfield Moms contributor Sarah Chandler is timely, easy and ever so meaningful. Thanks to Sarah for sharing! She writes:

Family photos are something I have come to cherish in my life. I love the stories they tell and the history they reveal. By displaying these photos, whether they are snapshots or formal portraits, loved ones feel close by even when we are separated by distance or death.

About five years ago, I saw an idea in a home catalog for a family tree display that intrigued me. It was a cartoon depiction of a tree, about 5 feet tall by 3 feet wide, and was applied to a wall like a giant sticker. On the tree you could hang frames on the ?branches? depicting the generations of a family tree. While I loved the idea, putting up a wallpaper-like tree didn?t thrill me, or the $30+ price tag. Instead I gathered up my bottles of acrylic paint and leftover interior house paint to create my own tree.

It took a few hours to get it to look just right, but the results were well worth it. I interspersed branches throughout that my clear, acrylic frames could hang on. To retrofit the once magnetic frames, I drilled two holes in the back to thread ribbon through, and each photo has a little piece of tape on the back to hold it in place.

The photos on my tree go back as far as my great-grandparents, as I knew my great-grandmothers, up through our children. My husband?s entire family lives in the Northwest, so seeing their faces each day on the tree makes them feel a little closer. We are reminded whenever we walk by of the memories we have shared with each person.

A couple of years after I completed the family tree, I was invited to an Uppercase Living party where I found a crown of words for my tree?Families are Forever. I treasure my family members and this just seemed to complete the whole picture. This simple phrase has come to mean even more to our family foursome as within the 2 ? years, we grieved the loss of my only sibling Mark, and both of my grandmothers. I miss each of them each of them so very much, but as my tree reminds me, they are my family and families are forever. Their faces smile at us from our tree and their legacies will live on because they were loved.

Doctors should consider hepatitis C testing: panel

NEW YORK (Reuters Health) - A government-backed panel advises doctors to "consider offering screening" for hepatitis C to adults born between 1945 and 1965, in a draft statement released today.

The recommendations, from the U.S. Preventive Services Task Force (USPSTF), are an update to the group's 2004 statement, which recommended against screening people at average risk of hepatitis C. At the time, it also said there wasn't enough evidence for or against screening high-risk adults, such as injection drug users.

"There were a lot of uncertainties in 2004," said Dr. Albert Siu from the Mount Sinai School of Medicine in New York, who is co-vice chair of the task force.

"The evidence has increased over the years. The tests haven't really changed, but there is more certainty in terms of the overall net benefit here," he told Reuters Health.

Earlier this year, the Centers for Disease Control and Prevention called for hepatitis C testing for all baby boomers, who make up three-quarters of people in the United States with the infection.

The USPSTF now also recommends screening all high-risk adults, regardless of when they were born.

Hepatitis C is passed through blood. Along with drug users who share needles, people who had a blood transfusion or received an organ transplant before mandatory viral testing began in 1992 are also at increased risk of hepatitis C.

Between 1 and 2 percent of people in the U.S. have hepatitis C, which can cause cirrhosis and liver failure over many years. Among the baby boomer generation, that rate is between 3 and 4 percent.

In the new draft recommendations, the task force says there is enough evidence showing blood tests used to detect hepatitis C are accurate. However, there is no direct, long-term proof that screening ultimately reduces liver disease and death - in part because the harmful effects of hepatitis C progress slowly and it takes many years to see such results.

Siu said the screening process is safer than it used to be because fewer people are getting invasive liver biopsies to confirm positive blood tests. That helps tip the scale in favor of screening.

In addition, for many people with hepatitis C, treatment with anti-viral drugs - especially three-drug combinations including medications recently approved by the Food and Drug Administration - can decrease the amount of virus in the blood to an undetectable level, the USPSTF found.

Side effects of the newest drugs, known as boceprevir (Victrelis) and telaprevir (Incivek), include anemia and rashes. Those medications are added to a combination regimen of ribavirin and peginterferon alfa (also commonly known as Pegasys and Peg-Intron), which has been the standard of treatment since the early 2000s.

"In general, when we are talking about infectious diseases screening, (question) one is prevalence rate in the population and two is, are there any effective treatments?" said Dr. Lu-Yu Hwang, who has studied hepatitis C infection and transmission at The University of Texas Health Science Center at Houston.

"Today? people are more optimistic for hepatitis C treatment than for hepatitis B or HIV. People believe there's a good way you can get rid of the virus, and we do have a good number of people recovering from chronic infection," Hwang, who is not part of the USPSTF, told Reuters Health.

Evidence reviews completed for the task force also suggest that for pregnant women with hepatitis C, delivering a baby via cesarean section or avoiding breastfeeding does not cut down on virus transmission. That suggests transmission may occur while a fetus is still in utero, Dr. Roger Chou and colleagues from Oregon Health & Science University in Portland said.

Hwang suggested screening could be useful for women who are considering becoming pregnant. Then if they are positive for hepatitis C, women can be treated and reduce their viral levels before there's a risk of passing the virus on to the baby.

The reviews used by the USPSTF are published in the Annals of Internal Medicine. The draft recommendations will be on the task force website (http://bit.ly/9e1DhW) and available for public comment between November 27 and December 24.

Manning's 2 TDs leads Broncos past Chiefs, 17-9

KANSAS CITY, Mo. (AP) ? Peyton Manning was wooed by the Chiefs early in the offseason, after the four-time MVP had been cut loose by Indianapolis and before he signed a five-year deal with Denver.

On Sunday, he showed exactly why Kansas City was after him.

Manning threw for 285 yards and two touchdowns, and led the Broncos down the field in the final minutes when the Chiefs were frantically trying to get a stop, setting up a field goal that sealed a 17-9 victory and their sixth consecutive win.

It allowed Manning to break a tie with his boss and Broncos vice president John Elway with his 149th win as a starting quarterback, trailing only Brett Favre (186) for most in NFL history.

"Peyton Manning is a Hall of Famer," Chiefs linebacker Derrick Johnson said. "We played pretty good as a defense most of the game, but he made a few plays, one or two more plays than we'd like him to make, and he came up with a victory."

Naturally, Manning was quick to pass the praise to someone else.

In this case, it was Knowshon Moreno, who stepped into the starting lineup after Willis McGahee landed on injured reserve this week and ran for 85 yards. Manning also handed out kudos to Jacob Tamme and Demaryius Thomas, who were on the receiving end of his touchdown throws.

"I've got to tip my hat to Knowshon Moreno," Manning said. "He stepped up today and did a heck of a job. Really an impressive effort by him."

Not so much by the Chiefs offense.

Jamaal Charles ran for 107 yards, but the Chiefs (1-10) were done in by penalties, missed opportunities and a conservative approach that has not yielded a touchdown since the first quarter against Pittsburgh on Nov. 12, a span of more than 11 quarters and 173 minutes.

They could only manage field goals by Ryan Succop for the second straight game.

"It's really about stopping the run," Broncos cornerback Champ Bailey said. "If you can limit that run game, you put the weight on their passing game, which hasn't been that great this year."

Quinn was 13 of 25 for 126 yards and an interception.

"Hats off to our defense," Broncos coach John Fox said. "We struggled a bit against the run, but they're a very good run team. ... Something we work very hard on is the red area, and holding them to three field goals was a key in the game."

Kansas City actually established an early lead for the third straight game on Succop's first-quarter field goal, and seemed to be outplaying Denver (8-3) the entire first half.

They had a chance to go ahead 10-0 when they faced fourth-and-2 at the Denver 4, but Chiefs coach Romeo Crennel elected to kick another field goal against a team that had scored at least 30 points in five straight games, drawing a chorus of boos from the crowd.

"I thought points on the board were important," Crennel said by way of explanation.

Problem was that touchdowns trump field goals.

On the Broncos' final drive of the half, Manning completed five straight passes before finding Tamme on third-and-goal from the Kansas City 7 with 18 seconds left. The touchdown catch, on which the tight end dragged safety Eric Berry into the end zone, gave the Broncos a 7-6 lead and wiped out all the hard work that Kansas City had put in over the first 25 minutes.

Denver's Matt Prater missed his second field goal try of the game early in the third quarter, and Succop's 49-yarder gave Kansas City its first second-half lead of the season.

But once again, a failure to get into the end zone proved fatal.

Manning, who surpassed 3,000 yards passing earlier in the day, rode the legs of Moreno into Chiefs territory, and that's when he lobbed a pass over nickelback Jalil Brown and into the hands of Thomas for the go-ahead, 30-yard touchdown reception late in the third quarter.

"That was a great catch down the sideline against tight coverage," Manning said.

The Chiefs twice had chances to overcome the 14-9 deficit late in the fourth, but they failed to move the ball after taking over at their own 37. After getting it back, Crennel chose to punt on fourth-and-6 at the Broncos 47 after a series of penalties ruined the drive.

It was their last chance to retake the lead.

Denver tacked on a field goal by Prater in the closing seconds, and after Jacksonville held on to beat Tennessee, the Chiefs were left as the league's only one-win team.

"We're frustrated every week. Every time we get a loss, it's frustrating," Charles said. "I don't know when it's going to stop, but hopefully we can did deep down in our souls and find a way to get out of this."

Forecasters Don't Always Agree On Canada's Real Estate Future

This past Friday 20 forecasters responded to a survey on Canada?s real estate future. Most of them thought that the Canadian government has been prudent in their handling of the industry and that there is no danger of a United States type of real estate correction. One of those surveyed, Craig Alexander from Toronto Dominion Bank, noted that the correction that is coming is the curbing of the excess valuation caused by a long period of extremely low interest rates.

Alexander and others believe that over the next few years home prices throughout the country will decrease by about ten percent. Home starts are expected to slow in 2013 due to a slightly cooling market. But Alexander noted that a ten percent price decrease spread out over several years is not all that scary, but rather would be healthy for the industry.

In the United States, the crash of 2008 was caused by an out of control mortgage industry. Prices plummeted and are only now starting to come back up. Canada has avoided this scenario, but is looking at a gentler path to lower home prices. Already the home prices are starting to level out and in some cases go slightly below past rates. Even so, the national average has prices 23 percent higher than in March of 2009, sort of a pivotal point in the industry.

A survey done by Reuters noted that in 2012 housing prices were expected to increase by two percent and decrease by one percent in 2013. In Toronto, predictions are for a 5.1 percent increase in home prices by the end of 2012 and a decrease of 1.3 percent for 2013.? Vancouver is expected to see a 2.7 percent decrease in 2012 and a 3.6 percent decrease in 2013. That city is expected to see a total decrease of 12.5 percent by the end of the slide. Vancouver was and still is one of the priciest real estate markets in the country.

As far as the decrease in housing starts, in 2012?s third quarter 222,945 units were started. The prediction for the last quarter of that same year is for 200,500 units. In 2013, the first quarter is expected to see 186,900 starts while the second quarter is expecting 184,000 starts. It is a gradual decline.
How Does This Affect Economic Growth?

The economy will be somewhat affected by the decrease in housing starts. That economy is also affected by consumer spending and stimulus programs from the government, in place since 2009. But the global economy is slowing getting more stable, strengthening, so that will help bolster Canada?s economy, which is the opinion of Alexander and others.

But not everyone paints so rosy a picture. Most of the major banks in Canada are seeing the slowdown in housing starts and the decrease in home prices and believe it will be a gentle slope. Others, mostly independent analysts, predict a steeper fall with a rougher landing at the end. Capital Economics? David Madani, based in Toronto, is one of that that opinion, noting that the country should be worried about the state of the housing market.

Madani is looking at a 25 percent decrease in prices and housing starts to decrease to 150,000 in 2013. He is predicting a burst of the real estate bubble created by over building and inflated home prices, and notes that banks tend to downplay the situation. Madani noted that Canada has been building far more homes than is needed to keep up with population growth. Yet even Madani agrees that a U.S. style crash is unlikely.
Affect of Rules Change

In hopes of avoiding that United States scenario in the real estate market, Canada?s government has tightened lending rules for mortgages four separate times since 2008. The idea is to keep homeowners from taking on too much debt.

Eventually the 40 year mortgage became a maximum of 25 years. Homeowners were also limited as to how much they could borrow against their homes. Even though interest rates are expected to stay roughly the same until the middle of 2013, the changes have been effective.

Not as many people have been able to qualify for homes though. Resale homes saw a decrease of 15.1 percent in sales this past September, compared to the same month in 2011. In the third quarter of this year, the sales were down 6.5 percent from the third quarter of 2011.

September also saw a decrease in resale home prices of 0.4 percent in 2012 compared to August of the same year but those prices were still 3.6 percent higher than September of 2011. On the new home front, new homes saw price increases of 0.2 percent month over month, a trend that has been going on for the last 18 months. September new home prices for this year were also 2.4 percent higher than in September of 2011.

New York triple-murder suspect posed as retired cop: neighbors

NEW YORK (Reuters) - Neighbors of the man charged with murdering three New York shopkeepers of Middle Eastern descent described him on Friday as a self-styled "tough guy" who affected a fake Italian accent and claimed to be retired detective.

"He was the kind of guy who you could tell had watched 'The Godfather' too many times,'' said Ben Elchonen, who lives in the same Queens apartment building where murder suspect Salvatore Perrone, 64, often stayed with a girlfriend.

Police say Perrone, an independent clothing salesman who is divorced and owns a home in the city's Staten Island borough, began his killing spree on July 6 when he shot Mohamed Gebeli, 65, in his Bay Ridge, Brooklyn, clothing store.

On August 2, Isaac Kadare, 59, was killed in his Bensonhurst, Brooklyn, budget items store. On November 16, Rahmatollah Vahidipour, 78, was gunned down in a women's clothing boutique in Brooklyn.

Perrone was identified after police circulated a picture taken from a security camera near the scene of the third attack.

A rifle and .22 caliber ammunition consistent with shell casings found at the crime scenes were discovered in a duffel bag Perrone was seen carrying in the surveillance video, police said.

An attorney who represented Perrone at his arraignment could not immediately be reached for comment.

Perrone was charged with three counts of murder and three counts of criminal possession of a weapon. He pleaded not guilty to the charges on Thursday.

Perrone told police he was affiliated with the U.S. Central Intelligence Agency, according to the New York Post. A New York police spokesman could not be reached for comment on Friday.

Elchonen, 26, said Perrone gave the impression of playing the role of a cop, once questioning him as to why he was on the building's roof and telling him "we've gotten reports of someone throwing eggs."

"He acted like a tough guy, but he wasn't at all,'' Elchonen said. "He spoke with this heavy Italian accent, but you could tell he was playing a part, playing a role."

Bryan Gibbs, 33, who grew up near Perrone's Staten Island home, said Perrone "speaks 100 percent fluent, northeastern English.

"He has no accent whatsoever."

Gibbs said Perrone told him he was a retired detective, and for years patrolled the neighborhood, taking notes on neighbors' homes and calling in minor violations to the city buildings department.

"He is completely unhinged,'' Gibbs said. "When I was in high school I'd come home at one and two in the morning and (Perrone) would be sitting on a lawn chair in the middle of the street - not on his property, in the middle of the street - wearing a beret and drinking a bottle of wine or a six pack of beer, and just staring up at his house. It was insane."

Investigators said they have yet to determine a clear motive for why Perrone would have carried out the attacks, which occurred near closing time when the victims were alone in their shops.

Obama celebrates quiet holiday at White House

WASHINGTON (AP) ? President Barack Obama celebrated Thanksgiving quietly at the White House with his family, friends and some White House staff members after phoning 10 members of the U.S. armed services in Afghanistan.

Obama, as has been his practice during previous holidays, reached out to service members from the Army, Air Force, Marine Corps and Navy.

"The president thanked each of them for their service and sacrifice and wished them and their families a happy Thanksgiving," the White House said.

The president was joining first lady Michelle Obama and their daughters, Sasha and Malia, later Thursday for dinner, where they were to be joined by White House staff members and guests.

The Thanksgiving dinner menu included ham, oyster stuffing and macaroni and cheese along with the traditional turkey, sweet potatoes and green bean casserole. For those with a sweet tooth, half a dozen pies, including Huckleberry, were readied.

In his weekly radio and Internet address, released in connection with the holiday, Obama urged Americans to put aside partisan differences and come together as a nation.

He said the country has "just emerged from a campaign season that was passionate, noisy and vital to our democracy."

While the election required voters to make choices, Obama said that Thanksgiving offered "a chance to put it all in perspective ? to remember that, despite our differences, we are and always will be Americans first and foremost."

In the Republican Party address, Rep. Cathy McMorris Rodgers of Washington state said the GOP is ready to work with Obama to avert impending tax increases, big spending cuts and other problems at year's end.

Breast Cancer Awareness: Staying In The Pink Of Health | Asian ...

David Tan takes a look at the annual Pink Ribbon campaign that aims to increase breast cancer awareness and raise funds for cancer research.


AsianScientist (Nov. 22, 2012) ? Unless you are a hermit living far from civilization, you would surely have come across a pink ribbon or two this past October.

As the pink glow of October?s breast cancer awareness campaign recedes, pundits are starting to assess the benefit of the pink movement.

The Breast Cancer Awareness Month campaign began in 1985 and the pink ribbon that now symbolizes the cause was first given out at a New York City race for breast cancer survivors in 1991. Since then, the trickle of pink into the public consciousness has grown into a flood each October.

At first glance, large-scale breast cancer awareness campaigns appear to be hitting all the right targets. After all, they have brought the issue to the fore, helping remove the stigma associated with cancer, as well as encouraging women to practice self-examination and attend regular check-ups. Campaigns also have significant psychological impact in offering support to breast cancer sufferers.

Show me the money

However, not everyone is convinced of the overall benefit. For starters, some critics feel the breast cancer awareness movement has grown to such a staggering scale that most of the funds raised are used to sustain the campaigns themselves instead of going toward cancer research.

For example, the Susan G. Komen foundation that initiated the pink ribbon movement in the first place, has recently come into the spotlight for only spending 15 percent or US$63 million of the money it raised in 2011 on research. The rest was spent on education, screening, and treatment, which while useful, divert resources from those trying to find solutions.

Others feel that the well-intentioned movement has been hijacked by companies seeking new opportunities. Indiscriminate use of the color pink or the pink ribbon to associate products with the breast cancer awareness campaign for commercial gain has become more widespread of late. So much so that Breast Cancer Action described the blatant profiteering as ?pinkwashing, ? a portmanteau of ?pink ribbon? and ?whitewash.?

To screen or not to screen

One hotly debated topic surrounds the benefit of breast cancer screening. In focusing on early detection as prevention, the Susan G. Komen foundation has been criticized for overselling mammograms and under-representing the risks.

Writing in the British Medical Journal in August this year, Dr. Steven Woloshin and Dr. Lisa Schwartz argued that the survival statistics used in advertising campaigns by the foundation were unreliable and made screening appear more beneficial than it actually was. According to them, ?For every life saved by mammography, around two to ten women are overdiagnosed.?

Some say screening tends to identify tumor types that are indolent and cause no harm. Before the BMJ report, a study in the New England Journal of Medicine in 2010 found that while screening mammograms saved lives, there was five to fifteen times the number of women who were unnecessarily diagnosed and treated for cancers that turned out to be harmless.

In late October this year, an independent UK panel investigating the benefit of breast cancer screening found that while screening extends lives, it also led to overdiagnosis. Publishing in the medical journal, The Lancet, the panel found that for every breast cancer death prevented, there were three overdiagnosed cases identified and treated.

And just this week, another report in the New England Journal of Medicine by two MDs, Archie Bleyer and H. Gilbert Welch, presented more data collected over three decades in the US. They found evidence for ?substantial overdiagnosis accounting for nearly a third of all newly diagnosed breast cancers, and that screening is having, at best, only a small effect on the rate of death from breast cancer.?

Giving pink some street cred

Another bugbear of critics is how the language of breast cancer campaigns has recently changed to appeal to the younger generation. Some campaigns have veered into risqu? territory with slogans such as ?Feel your Boobies? and ?Save the Ta-Tas,? in the name of standing out from the crowd. Critics have responded with accusations that they do more harm than good by sexualizing the disease.

?It sexually objectifies women, trivializes breast cancer? and uses the objectified woman as window dressing for the profit-making machine,? explains writer Gayle Sulik in an interview with USA Today.

Others feel that such campaigns simply reinforce the image of breasts being a woman?s most prized possessions, which magnifies the psychological pain endured by women who have had mastectomies.

What say the researchers?

A key area that lacks attention from current campaigns is information on the results of breast cancer research. Charities should take the lead in explaining these so the public can begin to understand the nature of this highly complex disease.

Recently, an international consortium of scientists published the most comprehensive analysis yet of breast cancer. Looking at 825 breast tumor samples, they found that the cancers could be divided into four main classes that are better treated as separate diseases to determine the optimal treatment.

As Dr. Matthew Ellis, Chair of Oncology at Washington University and co-leader of the study, explains:

?With this study, we?re one giant step closer to understanding the genetic origins of the four major subtypes of breast cancer. Now, we can investigate which drugs work best for patients based on the genetic profiles of their tumors.?

Clearly, breast cancer comes in many shapes and sizes and no single magic bullet cure can be developed to treat it. In fact, it is more helpful to think of breast cancer as a family of different diseases with their own characteristics, which influence the type of treatment needed.

This is exactly the type of information that needs to be broadcast to update the public about how research is advancing our knowledge of the disease and how to treat it. Better understanding of the disease itself would make expectations easier to manage.

Dr. H. Gilbert Welch, who co-authored the recent NEJM study confirming the trend of overdiagnosis, believes that healthcare providers should focus on treatment options.

?They can look less hard for tiny cancers and pre-cancers and put more effort into differentiating between consequential and inconsequential cancers,? he wrote in a New York Times editorial.

Despite being mired in doubt about their benefit, money raised through breast cancer awareness campaigns that filter through to cancer research has led to improvement in treatments as well as our understanding of the disease.

And so, distractions aside, I still bought a pink ribbon this year.

U.N., regional diplomats seek to stem Congo crisis after Goma falls

GOMA, Democratic Republic of Congo (Reuters) - Diplomats at the United Nations and regional mediators in Central Africa sought overnight Wednesday to ward off a deeper conflict after rebels widely believed to be backed by Rwanda captured the eastern Congolese town of Goma.

Uganda's president will try to broker a meeting between the leaders of Congo and Rwanda in Kampala during the day on Wednesday, after the U.N. Security Council unanimously adopted a resolution late on Tuesday condemning the seizure of Goma and asking U.N. chief Ban Ki-moon to report on external support for the rebels.

The French government expressed broad frustrations with U.N. peacekeepers, who gave up the battle for the town of one million after Congo's army retreated, saying it was "absurd" that the U.N. force did not protect the city.

Democratic Republic of Congo has accused neighboring Rwanda, whose army had repeatedly intervened in Congo's conflicts during the last 15 years, of backing the rebels. Kigali denies the charge and has called for dialogue.

As night fell in Goma, the capital of North Kivu province, gunfire had died down and the streets were largely deserted, apart from some rebel patrols on the streets.

Rebels used local radio and television stations to appeal for calm, but there are fears of human rights abuses and tens of thousands of people have already fled days of fighting between the rebels and U.N.-backed Congolese soldiers.

At the United Nations, the 15-member council approved the resolution drafted by France, releasing a statement that "demands the immediate withdrawal of the M23 from Goma, the cessation of any further advances by the M23 and that its members immediately and permanently disband and lay down their arms."

The council expressed "deep concern at reports indicating that external support continues to be provided to the M23, including through troop reinforcement, tactical advice and the supply of equipment, causing a significant increase of the military abilities of the M23, and demands that any and all outside support to the M23 cease immediately."

While conflict has simmered almost constantly in Congo's east in recent years, this is the first time Goma has fallen to rebels since foreign occupying armies officially pulled out under peace deals at the end of the most recent 1998-2003 war.

Aid agencies have estimated that five million people have died from fighting and conflict-related disease since the 1998 war began.

Hundreds of rebels, who took up arms in April complaining that Kinshasa had failed to comply with the terms of a deal that ended a previous rebellion in 2009, poured into the lakeside town on Tuesday.

After sporadic gunfire, government troops melted away to the west.

U.N. peacekeepers who had launched helicopter gunships to back the army did nothing to stop rebels moving into town.

"MONUSCO is 17,000 soldiers, but sadly it was not in a position to prevent what happened," French Foreign Minister Laurent Fabius said, referring to the U.N.'s Congo mission.

"It is necessary that the MONUSCO mandate is reviewed."

But a senior U.N. official, who spoke on the condition of anonymity, said the withdrawal of civilian and military Congolese officials had left a void it could not fill alone.

"We're not the army of any country, let alone the Congolese army, and it's not for us to take positions by ourselves to stop a rebel attack or the movement of rebels," the official said.

"Our job is to protect civilians," the official added.

KAMPALA MEETING

The M23 rebellion has aggravated tensions between Congo and its neighbor Rwanda, which Kinshasa's government says is orchestrating the insurgency as a means of grabbing the chaotic region's mineral wealth that includes diamonds, gold and coltan, used in mobile phones.

Officials in the office of Ugandan President Yoweri Museveni, the regional mediator for the conflict, said he would seek to host a face-to-face meeting between Congo's President Joseph Kabila and Rwanda's Paul Kagame in Kampala on Wednesday.

Congo's government on Tuesday rejected the idea of talks with rebels. But Rwanda's foreign minister said the fall of Goma had shown there was no military solution to the crisis, so Kinshasa had to seek the path of dialogue.

The capture of Goma will be an embarrassment for Kabila, who won re-election late last year in polls that provoked widespread riots.

There were pockets of demonstrations against the fall of Goma in other towns, and Kabila faces the tricky choice between dialogue with the rebels, which will be politically unpopular, and trying to rally his scattered forces in North Kivu.

United found not liable for alleged 9/11 security lapse

NEW YORK (Reuters) - United Airlines bears no responsibility for the collapse of a third World Trade Center building on September 11, 2001, stemming from suspected airport security lapses that allowed hijackers to crash an American Airlines plane into the complex, a federal judge ruled on Wednesday.

U.S. District Judge Alvin Hellerstein granted a request by United and its parent, United Continental Holdings Inc, to dismiss negligence claims by Larry Silverstein, the leaseholder of the World Trade Center property, over the destruction of 7 World Trade Center.

Tower 7 collapsed several hours after being pierced by debris from the crash of AMR Corp's American Airlines Flight 11 into the nearby 1 World Trade Center, one of the Twin Towers.

Two of the Flight 11 hijackers, Mohammed Atta and Abdul Aziz al Omari, had begun their trip to New York at the Portland International Jetport, in Maine. There, they boarded a flight by US Airways carrier Colgan Air to Boston's Logan International Airport, from which they connected onto the American Airlines plane.

Silverstein said that because United was among the carriers that ran Portland's only security checkpoint, it was legally responsible for the screening of all passengers and had missed a "clear chance" to prevent the hijacking.

Hellerstein, a judge in U.S. District Court for the Southern District of New York, in Manhattan, concluded that United did not owe "a duty of care" to Silverstein. He said that United, which is currently the largest U.S. carrier, could not have foreseen events that led to the destruction of Tower 7.

"It was not within United's range of apprehension that terrorists would slip through the security screening checkpoint, fly to Logan, proceed through another air carrier's security screening and board that air carrier's flight, hijack the flight and crash it into 1 World Trade Center, let alone that 1 World Trade Center would therefore collapse and cause Tower 7 to collapse," Hellerstein wrote.

In 2009, Hellerstein had dismissed claims against other airlines for damages caused by United Flight 175, which also crashed into the Twin Towers. Hellerstein has presided over almost all U.S. litigation over the September 11 attacks.

SILVERSTEIN TO PURSUE SEPARATE CASE

Bud Perrone, a spokesman for Silverstein Properties, said the firm was disappointed with Wednesday's ruling, but said it continues to pursue a similar negligence case over United's Flight 175.

"We are determined and look forward to presenting the facts before a jury, which will decide whether the defendants' insurance companies should finally be forced to pay up in order to finish the rebuilding of the World Trade Center," he said.

A United spokeswoman, Mary Ryan, declined to comment.

The September 11 attacks killed more than 3,000 people in New York, at the Pentagon outside Washington, D.C., and in Pennsylvania.

Silverstein is building three office towers at the 16-acre World Trade Center site, which is owned by the Port Authority of New York and New Jersey, though redevelopment has been hobbled by political battles and cost overruns.

The total project cost was recently estimated at $14.8 billion. Silverstein completed a $700 million, 52-story building at the 7 World Trade Center site in 2006, and it is now fully leased.

Silverstein has also sought to hold AMR, which now operates in bankruptcy, liable for the loss of property and business.

His $8.4 billion lawsuit filed in 2008 also named Boeing Co, the Massachusetts Port Authority, which manages Logan Airport, and security companies as defendants.

Hellerstein has limited potential recovery to the $2.8 billion that Silverstein paid for his leases.

The September 11 attacks prompted the creation of the U.S. Transportation Security Administration, which now oversees security at airport checkpoints.

The case is World Trade Center Properties LLC et al v. American Airlines Inc et al, U.S. District Court, Southern District of New York, No. 08-03722.

Daily Chronicle | Steady U.S. housing recovery is boosting economy

WASHINGTON ? From purchases and prices to builder sentiment and construction, the U.S. housing market is making consistent gains.

The latest evidence came in reports Monday that sales of previously occupied homes rose solidly in October and that builders are more confident than at any other time in 6? years.

New-home sales and home-price indexes have reached multiyear highs. And Lowe?s Cos. on Monday reported a surge in net income, a sign that home-improvement retailers are benefiting.

The housing market?s recovery still has a long way to go. But for now, it?s helping prop up an economy that?s being squeezed by a global slowdown and looming spending cuts and tax increases.

Joseph LaVorgna, an economist at Deutsche Bank, estimates that the housing recovery could boost U.S. economic growth by a full percentage point next year. That?s because a stronger housing market would mean more jobs, especially in industries like construction, and more consumer spending.

?Housing could provide a meaningful ? and critical ? lift to overall economic activity when other growth drivers, like exports, are slowing,? LaVorgna said.

Helping drive the housing rebound is growing confidence among builders.

An index of builder sentiment compiled by the National Association of Home Builders/Wells Fargo rose to 46 this month, up from 41 in October. It was the highest reading since May 2006, just before the housing bubble burst.

Readings below 50 signal negative sentiment about the housing market. The index last reached that level in April 2006. Still, the index has been rising since October 2011, when it was 17. It?s surged 27 points in the past 12 months, the sharpest annual increase on record.

A second report Monday said sales of previously occupied homes are near five-year highs, excluding temporary spikes in 2009 and 2010 when a homebuyer tax credit boosted purchases. Sales rose 2.1 percent in October to a seasonally adjusted annual rate of 4.79 million, the National Association of Realtors said.

Sales are nearly 11 percent higher than they were a year ago, though they remain below the more than 5.5 million that economists says is consistent with a healthy market.

The Realtors? group said Superstorm Sandy delayed some purchases of previously occupied homes in the Northeast. Sales fell 1.7 percent there, the only region to show a drop. Those purchases will likely be completed in coming months, the group said.

A key factor fueling the gains is a gradually improving economy, which has increased the number of people looking for homes. At the same time, fewer homes are available for sale. The low supply is helping push up prices.

Only 2.14 million homes were available for sale at the end of October, the lowest supply in 10 years. It would take just 5.4 months to exhaust that supply at the current sales pace. That?s the lowest sales-to-inventory ratio since 2006.

?We built too many homes during the good years, and we have finally gotten rid of that excess,? said Patrick Newport, an economist at IHS Global Insight.

In addition, mortgage rates have hit all-time lows. And rents are rising, making the purchase of a single-family home or condominium more attractive.

The rise in people seeking to buy should support more construction over the next year or two, economists say. More Americans are looking set up their own households after living with relatives or friends in the recession and its aftermath.

In a healthy economy, the number of new households typically reaches 1.2 million a year. It averaged only 570,000 a year from 2007 through 2011, according to Census data compiled by Bank of America Merrill Lynch. It reached 635,000 last year. The Census expects about 1 million new households this year.

In September, builders broke ground on new homes at a seasonally adjusted annual rate of 872,000. That was the fastest pace in more than four years. Yet it still trailed the rate of household formation. The trend suggests that home construction will have to keep rising.

Low inventory ?is a sign that housing markets are tightening, and that builders will continue ramping up on new construction to fill demand,? Newport said.

For all the improvement in the housing industry, sales and prices remain below normal levels. In part, that?s because many potential buyers can?t meet stricter lending standards or make the larger down payments that banks have required since the housing bust.

That can be a particular obstacle for first-time buyers. They accounted for 31 percent of home sales in October. That was down slightly from September and below the 40 percent common in a healthy market.

Federal Reserve Chairman Ben Bernanke said last week that banks? overly tight lending standards might be limiting home sales and holding back the economic recovery.

Still, the steady improvement in housing is benefiting the economy. Each new home built creates about three jobs for a full year and yields $90,000 in taxes, according to the homebuilders? group.

More building also creates demand for steel, glass and other materials. People who buy new homes usually buy more furniture, carpets and appliances. That typically generates more manufacturing and retail jobs.

More home construction generates more demand for pick-up trucks, as builders and contractors add trucks to handle more work. Chrysler said last week that it was adding 1,000 workers to a factory that makes Dodge Ram trucks. Ford and General Motors have also said demand for trucks is rising.

All told, Alan Levenson, chief economist at T. Rowe Price, estimates that the housing recovery could add 25,000 jobs a month next year.

Home improvement chains are benefiting. In addition to Lowe?s higher earnings, Home Depot Inc. last week reported slightly higher third-quarter net income. And Home Depot raised its full-year forecast.

The clearest sign of a better housing market may be the increase in prices. A measure of U.S. prices jumped 5 percent in September compared with a year ago, according to private data provider CoreLogic. That was the largest year-over-year increase since July 2006. Other gauges have also shown solid gains in home prices over the past year.

Higher home prices can also make homeowners feel wealthier and more likely to spend more. And consumer spending accounts for about 70 percent of the U.S. economy.
